Jack, are you sure the greenish yellow product its zinc chromated and not Trivalent Chrome(Chrome 3)??? (it will save me the research!)

 

And yes, you are right, powder coaters are painters. Jeff unless you find some powder coater that does detail working, they won't want to do it. (a lot of work for pennies...). If there is a lamp shop around your town, you can ask them: they usually have a repair shop at hand and those do specific and detailed "restorations" and paint. They will sandblast, clean and paint.
