Jeff,

In a previous life I worked for a small firm that did small production  
powder coating for clients.

I trust whomever you are dealing with should know this, but any metal  
item to be powder coating needs to be very clean, in and out.  Used  
items such as your wheels should be baked clean prior to coating.

If not, then whatever oils are within the piece will out-gas during  
the curing bake, destroying the finish.

Sorry I can't help out with a powder code, though.
