               I think that you are describing the stock AC belt pulley 
tensioner?    You don't have the PPC upgrade?

                If it is stock, then it is perfectly normal for it to appear 
to be impossible to loosen, adjust and retighten.  It is not impossible.  It 
is just so much of a PITA, that you will be motivated to buy the modified 
piece from PPC.    I adjusted mine once twenty years ago and quickly bought 
the modified piece and marveled at how much better it worked and was 
fabricated than the stock unit.   It has been so long since I did it that I 
can only recall you will likely need to gain some access to the nut away 
from you in the cockpit by jacking the car up and coming at it from below 
and behind.  It is doable, but the pain, the pain (in the ass...).   Two 
people do make it easier, but one can do it with enough profanity.
