Here's what I think I know.
 
Ford TFI ignitions are designed to run with the spark timing  controlled by 
a computer.
The TFI module sends a "PIP" (think of it as points opening) signal  to the 
computer and the computer sends a "SPOUT" (think of it as Fire-The-Coil)  
signal to the TFI module. In the absence of a "SPOUT" signal, the TFI  module 
will produce sparks at a fixed crankshaft timing.
 
Your description of how the engine runs sounds, to me, like you are  
running with fixed ignition timing.
 
Exactly which model of Holley TBI do you have?
