Usually; but you gotta try it on your engine combination. This is where 
possible gas savings come in.   The key is 'part throttle light load cruise'. 
Stomping on the throttle at this point instantly drops vacuum advance to 
zero, the timing snaps back to (initial + centrifugal) and the engine 
accelerates without death-rattles.... Tuning the amount of vaccum advance your engine 
(and fuel) can stand is the key. FWIW, lots of guys run NO vacuum advance 
(myself included) and still get over 20 mpg with only an occasional excursion
