Bjoern,

 

I can confirm that you will have to carry insurance, a movement permit will not provide any cover. 

 

The 15 day temp tag should work for you if you say you have to take the car back to CA for registration purposes. If you try anything else e.g. say you moved to Nevada and surrender the CA title for a NV one you may create more problems for yourself as DMV will want proof of address and also ask you to surrender your license for a NV one too! 

 

Depending on how much the late fee is it might pay just to stump up and re-register the car in CA, or you can usually sign an affidavit swearing the car has not been used on public roads and they will waive the penalties.

 

As an aside no sales tax is collected on used vehicles in NV if purchased from a private party. Buying from a dealer however incurs between 6.5% and 7.75% tax depending on which County you are in.
