You may also wish to press the fact you "made payment in good faith"  
by the fact you -did- send in a check.  Their refusal to cash the  
check should indicate -their- intent to not enforce the citation.   
Your "personal expression" written on -your- check should have no  
bearing on it.  Unless they require you to write the citation number  
in the notes or something dumb like that.

Get a lawyer, this should be fun.
