Any car made in or before 1975 is smog-exempt in California thanks to Senate 
Bill 42 which passed many years ago.   It was originally supposed to have a 
30-year rolling window, but it was later modified to exempt only 1975 and older 
cars.

The proposed bill is cracking down on cars made between 1975 and (15 years 
ago) with a rolling window at the top end.
