[DeTomaso] Why 2 different styles of front L type bumpers?

I don't know the real reason for this, accept to say that it all depends on how much WINE Luigi had for lunch that day! Baw ha ha ha 
 
Maybe someone else knows the real reason?

I noticed that some front L type bumpers are flush with the top of the fenders
and another design sits approximately ½" to ¾" below the top of the
fender line. Both style bumpers appear to be properly aligned along the crease
lines of the fenders when you look at them from the side.

 

Does anybody know why there are (at least) 2 L front bumper styles? 

 

I have seen numerous pictures of cars with both styles of bumpers.
