What he's talking about is the presence or absence of 4 bolts holding each 
main bearing cap in place, and whether the heads are 4-V (very large intake & 
exhaust ports) or 2-V (somewhat smaller ports). You really can't tell from the 
casting numbers. 
Whether the 4-bolt/4V parts are "better" or not, they are desired by most 
people shopping for Clevelands. The main bearing cap configuration is only seen 
if the pan is off. And the only thing unarguably 'better' is whether the heads 
are 'closed-chamber' or 'open-chamber' (several hundred dollars difference in 
price), and determining this means pulling a head as well. Good luck with your
