Yes they are all Windsor blocks. The 260 is a bored and stroked 221. The 289
is a bored 260. The 302 is a stroked 289. The 351W is a tall block 302. The
351W has the same bore as a 302 but a 1/2" longer stroke. The bore spacing
is the same as the 221.

In 1982 Ford started the switch to metric engine designations and the 302
became the 5.0L. In 1985 the 351W became the 5.8L.

Aren't all 221-260-289-302-351 considered Windsor variants?
 
If not, is this a new designation that has been changed recently?

The C is such a big part of the history of the early cars, it seems sorta
weird to not include it in a build.
