Ah, I see.   That makes sense then.

If that's the case, what's the need to turn it first, other than aesthetics?  
 It seems one could fit a stainless sleeve with an ID of about 18mm, slide it 
over the end and secure it (drill through both and bolt it at each end?) then 
get a larger-diameter rod end to fit the OD of the sleeve?

In any event, Dennis' solution sure is elegant and I love it!
