Since the gauge reads low for all conditions, you need to bend the  float arm 
so as to lower the float. Lowering the float static position will now  cause 
the float to rise. You need to lower the float the equivalent of 1/4 tank  of 
gas. Then the current Empty reading should be transformed to read 1/4 tank  
and the current 3/4 tank reading should be transformed to read  Full.
