It's hot because there is some resistance due to a poor connection between the fuse and the clip. Clean the fuse contact points. Clean and straighten the clips.
Use a pencil eraser to clean the clips.

Hi, I was rotating my fan fuse to get my fan on and noticed that the copper
clip was warm/hot to the touch. I know there are 14 amps going thru there,
