That is *definitely* a bad master cylinder.

For years the only replacement option that was viable was a US-made master 
for a Ford, with a special machined adapter which allowed it to be connected to 
the Euro brake booster.   But now, stock-style master cylinders (made in China 
no doubt) are available too, so you have two clear paths to choose from, and 
then several options within those paths.

I have a Ford master cylinder sourced from Pantera Performance Center, and it 
works great.   I haven't heard anything negative about any of the available 
options except for the GM-based unit that Precision Pro-Formance sells.   It 
functions great, but the caps leak and if the car is driven hard (i.e. on the 
race track) brake fluid will wind up all over the front trunk.   It's not a 
problem with normal street driving apparently.
