Simple answer: They're Italian!
More complicated answer: They are two, separate, and only tangentially
related measuring devices contained within a single gauge. Both receive input
from the speedometer cable. The odometer is a purely mechanical device which
uses gears to turn the numbers. The speedometer uses some sort of magic
magnetic field to displace the needle. One would hope that the numbers that were
subsequently printed on the face of the instrument would correspond to reality,
but in our case, they don't. You can have one or the other be correct, by
juggling ZF adapters and/or introducing a calibration mechanism (where the
speedo cable goes into a box, and another small cable, spinning at a different
speed, then goes into the gauge).
