If you don't mind a gamble, there are a lot of new and decent "looking" used tools on ebay.  I  think a lot of us go out and buy commercial quality tools and never use them much.  Some show up on ebay, and are probably a very good deal.  Just search on (hammerdrill, "hammer drill") and you will find a bunch of them.
