Mark,

I suspect an air drill would not be up to the job.   You simply can't beat a 
proper cord-powered electric drill--although what YOU are trying to do really 
requires a hammer drill.   These, as the name implies, have both a hammering 
and a rotary action.

They're expensive, but I know several PCNC members have them and would be 
willing to let you borrow theirs.   That's the kind of thing this club is all 
about! :>)
