Dick, I like your 'expand the tube' idea. I'll have to think about how to do it, but that would be worthwhile investigating. Thanks, Scott

Clean the hole well, removing all oil with some sort of thinner and put some good silicone gasket maker or sealer that is not bothered by oil or gasoline on the end of the tube.
Then tap it into the hole and bolt it down.
I suspect it is coming out because the bracket is under tension, pulling on it.
