  With out a waiver approval yes, the 110 Average speed with a 124 Top or Tech speed in Touring Division is maximum allowed.
   
  I've been able to get waiver letter approvals in the past for our guys who wanted to go faster and/or wanted to go directly to Ely and take a pass on the Thursday track qualifying school  if I provided a written recommendation and driver also provided  'one' of the following;
  1.  A copy of a sanctioned race license
  2.  Attended at least one Drivers School with documented evidence(certificate or letter) 
   
  Write me off line directly and I will give you more detail.
