Do you hear the pump motor turning / running?
If not, are you sure there is power going to it?

           Hmm, my eight year old four poster has seen temps that low and 
has not failed to work.   Dumb ideas:  wrong hydraulic fluid?
                                     faulty pump?


          Those are ignorant suggestions and I, too, would like to see more 
experienced and expert answers.
