Ebay's buyer protection programs do NOT provide any kind of escrow services. They are to help you remedy a COMPLETED transaction that didn't meet your expectations.  
 
AND, scammers copy text and graphics from these pages to send you official-looking emails to lure you into sending money.
 
BUT, THERE IS NO CAR !!!    These scams are designed to lure you into parting with your money, often under the false imprsession that you haven't parted with it yet.
