[DeTomaso] Headlamp question.

I'm finally putting things back into #6143, after months of always 
finding on other thing to take out.
Everything electrical had already been replaced and a Painless Loom 
installed,
 but it was done 4 x faster than it should have been and the lack of 
assembly quality is making it necessary(?)
 to  re-do about all of it.

For now, an easy question.
When the high-beams are on , should the low-beams be on also?
It has a $$$ set of Hella Halogen drop-in replacements, if that matters.

The next one will we harder, because I don't get how the 4-ways were 
supposed to work
 and there isn't even a switch now.
