The mechanical part of the switch is broken, it feels like the spring in the switch broke. There might be other problems too, but the spring is definitely not doing what it is suppose to do.
I loaned Dennis the entire switch assembly, it sounds a lot easier to just swap the assemblies for now.

This article also has a portion on rebuilding the electrical switch portion of the
ignition switch, which could also be the problem he is having.
The ignition switch is held on to the steering column with two security bolts that
have hex heads that snap off when proper (low) torque is reached.?
A Dremel with a cut-off blade can slot the remaining head and a flat
screwdriver should spin the bolts out.?
You then need to drill a hole in the tumbler housing which will expose
the spring metal retaining clip that holds the tumbler in the housing.?
Depress spring and tumbler will remove.? You might be able to remove
the ignition cover and get enough access to drill the ignition housing hole
with it still installed.? I've only done it out on a bench.
As MD would say,? If it was easy, everyone would do it.? ;-)
