I used to own Lancia Montecarlos (Scorpions) and this is my experience on the proportioning valve issue:-
  Series 1 montes came with a brake booster on the front wheels only. This caused them to disappear into the scenery with great regularity - as the fronts locked very easily. Quick fix was to disconnect the booster which evened things up. Series 2 came without a booster from the factory. I was always told that if I was to upgrade the brakes on the Monte that I was to do the rears first.
   
  So yes, I reckons you should ensure that you get as much pressure to the rears as you can - to the point of the rears locking first.
