[DeTomaso] [NPC] Can you get a key-less entry fob with just the VIN for a Chevy van?

My cousin Hans, the guy with a Chevy powered Pantera, a Diablo, and lots 
of other cool toys, has a Chevy van, imported used from the US.

The car has a key-less entry system, with a radio ramote fob. 
Unfortunately he has just one fob and has been trying to get another, 
just in case he would lose the one he has. Apparently it is impossible 
to get one in Europe for a car that is originally sold in the US.

Is it possible to get a new fob in the US using just the VIN, or any 
other method that does not involve shipping the car or last fob over to 
the US?

He has been told that he needs to buy a complete new immobilizer system, 
at mucho $$$.

He has also been told that there is some procedure that can be used to 
totally disable the immobilizer, which he would accept as a worst case 
solution.
