[DeTomaso] Headlights Not Going Up and Down

I found a tiny hole in one of my cars where they welded one of the wire straps inside under the cowl, they burned a small hole through the cowl when it was welded. I did not have a rust problem but I expect there were times that water dripped into the passenger side leg area.
