It likely isn't the vacuum booster. There are three ways what happened may
occur. The first is when the transfer port in the master cylinder gets plugged
up with debris or corrosion, so when you touch the brakes, fluid moves out but
fresh fluid cannot be sucked into the cylinder part. Fix: clean & flush the
master cylinder, & add fresh fluid.
Second way (usually with a new MS): the actuating rod is too long so the
transfer port is blocked from ever opening. Fix: shorten the length of the shaft.
The diagnosis is, loosen the nuts holding the MS to the booster. If the MS
springs away from the MS, the amount it springs away is the amount you need to
shorten the rod.
Third way (on non-stock adapted MS) : some vendors use a plastic bushing in
the aluminum adapter to guide the actuating rod. When things heat up in the
front trunk, the hole in the bushing closes up (holes in confined spaces do not
expand with heat, they contract). The bushing squeezes down on the rod, holding
it in position. Fix: ream out the plastic bushing for more clearance. I've
fixed these on the road for a couple of friends using a jacknife. Good luck- J
