Disconnect the wire from the sender. It could be the unit on the
pressure tank. Turn the key on, no need to start the car. Touch the
wire to bare metal somewhere. It should read full scale. I would just
touch the wire to ground, I wouldn't leave it there. The engine is
ground if you can't find a better place.
At some point in the future you should consider moving the temperature
sender from the pressure tank to its normal spot on the front of th
engine block just below the thermostat.
