[DeTomaso] parking brake bracket move

Chris, I'd do it with the engine out. I just put a couple of 1/4-20 
screwcerts into the frame and welded a piece of angle iron onto the bracket 
with a couple of holes drilled to match . Now the whole thing just unbolts.
