I've seen them - driven by too in the p-car.  I didn't get a letter, though.
Next time I'll punch it.  I don't like being ignored.

Houston's been using mobile remote roadside testing a couple years now. They
set them up at freeway on ramps. If your car fails, you get a letter
informing you and to have your car checked and repaired.
