   Yes, any car 1975 and older is exempt from annual testing. But it 
also means that 75 and older still have to have working OEM emission 
equipment in place.  Kalif tested some roadside remote testing equip 
using, I think, infrared sensing. I saw a couple of these in Thousand 
Oaks a few years ago. These are still in the works but held up by 
funding and maybe newer technology. It scans your exhaust as you 
accelerate up an on ramp and photos your license plate if the car fails.
  You would then have to have a smog test done and good luck passing as 
I have read that the numbers have been tightened up so your car would 
have to be cleaner then when it was only a couple of years old.
   The cars they are hunting for are 1976 and newer up to cars that are 
more than 6 years old. 6 year old or newer are exempt from 
annual/semi-annual testing. I wonder if an officer pulling you over for 
something and hears a hot cam or the exhaust stings his eyes can ticket 
you in order to force a smog check ? I know a couple of local officers 
so I'll have to ask one of them.
   When and not if the remote sensing tags your Pantera, you'll be 
busted. It's just a matter of time and money. And as they say, as Kalif 
goes, the rest of the states follow, sooner or later.
