There are SOME racks out there (few, but some) that are beyond salvage.   
Bent in an accident, for example, or so badly worn in the center that the 
relationship between the rack itself and the pinion gear is not consistent.

But 95% of the racks that are out there can be made better than new with a 
few hours of labor and $35 in parts.   BUT, it does take some specialized tools 
to make the job easier, and experience helps too, and so many people would 
just as soon just buy a new rack and be done with it.   

Sort of like buying a crate motor versus rebuilding your existing motor.   
Same mentality at work.   Either solution is a good solution. :>)
