[DeTomaso] Techno Question: Brake Job strategy

Dear Forum,


             I plan to install a gutted proportioning valve,i.e. it no longer proportions, and Speedbleeders on the Pantera.

             How best to proceed?

             Drain brake fluid---swap out the proportioning valves and then place the speedbleeders    ......or......    replace the speedbleeders first---then drain and change the proportioning valve?
