IMHO, the important elements in getting a good weld:
 
1) Clean the suffices to be welded to bare metal.
2) Get a close fit between the parts being welded. 
3) Get good support for your welding hand.
4) Set the welding current on a similar piece of practice  material.
 
When welding the bung, you will be welding a relatively thick bung  to the 
relatively thin exhaust tubing. A close fit between the parts is  essential and 
the angle of the welding tip should be more toward the bung than  the tubing. 
The bung will require more heat to melt than will the tubing, so  that is 
where the neat needs to be directed. If the heat is directed more at the  tubing 
than the bung, a hole will likely be melted thru the tubing before the  bug 
gets hot enough to melt.
