I'm pretty sure this has been covered a while ago (Many moons ago).
   
  Anyway, I use a self adhesive bitumen based tape (about 6" wide) that I get from the local flat roofing suppliers. It's sticky on one side and silver (heat retardent) on the other. I think it's a type of "flashing" similar to using lead sheet. This only deals with low freqencies - typically under 100Hz i.e "Boom", and yoy don't need to cover everything in it - you just have to add the weight of the substance to the panel until the natual frequency is outside that of anything the car can experience or produce. 
   
  Foam is best for high frequencies - you do need to cover everything, and it is bulky - and it holds water which can induce rust.  Use "Closed cell" foam if you can as this does not act as a sponge.
