That is certainly counter-intuitive.  It that the stock methodology or a 
solution that you determined superior?

Is there slack in the heater cable that allows the valve to open or would we 
see the lever control move if we paid close enough attention?

I suppose that this also suggests that fluid in the line blocked by the 
heater valve will act as a solid and not circulate. Heat transfer for the 
coolant in the engine to the heater core (when the valve is closed) is only 
through convection and not circulation.??

That is the wrong way to do it. The difference in pressure will then force 
the heater valve open. The correct direction of flow is from the block, into 
the core, out of the heater valve, to the water pump. This will force the 
valve shut in the off position. After finding this out and connecting the 
hoses accordingly I haven't had to use my shut off valves to prevent 
unwanted heating. I can assure you that with a working heater valve there is 
no noticeable heat transfer along the heater hoses.
