In a word--yes.   The shaft isn't round.   It has a flat machined on it, and 
the hole in the center of the fan blade has a similar flat, so when the fan 
blade is placed upon the shaft, it can't rotate.   I can't remember if there is 
a groove or indentation machined in the shaft where the set-screw engages it, 
but if not, it would certainly be a good idea.

Should the setscrew come loose, airflow could push the fan blade rearwards, 
off the shaft and into the front of the radiator, and that would be a bad 
thing. :<(

I love my Meriah fans--they work great!!!
