That's what the was asked if it was OK to  do.
 
I originally had suggested finding the ground wire for each  headlamp and 
grounding it to the chassis.
 
Then it was asked if splicing a new, local ground wire onto  the existing 
wire where it went off into the harness would be OK.
 
That is an OK way to do the job and is what you  suggest.
