Chris is right on.
 
Find the ground for each lamp and ground it to the chassis of the  car.
 
This can be done by grinding a spot to bare metal, put a ring type  crimp on 
the wire to be ground, use a hex head selfdrilling/selftapping screw to  
ground the ring, hit both side of the screw with a coat of paint or undercoat  
after testing the lights.
 
The chassis is the best ground you can have. The headlamp buckets  are not a 
good ground.
