Yo Bob,
Originally the ORR logic on windows up was because 90% of the entrys were basically stock street automobiles with no window nets and exactly as you mentioned - concerns about wind buffeting on those crowned 2-lane roads at speed....Under a buck ten or so its not a problem but you start pushing WOT of 140-165 like Bob, You can run ORR with windows down but you need an approved safety net on windows that also has to pass tech.
Like i said if your running 110/or MPH or less no problem. But if you are like Bob running 140-165 and you get hit by gusting front, side and tail winds coming out of the valley before the canyon road those 35-40+ mph gusts area a real danger. When you are pushing into a head wind at WOT its more about increased drag and HP loss and but its the gusting "side winds" that move your Pantera over a foot or more that get your attention more then anything else.

Most track events require you to have the
windows down in case they need to get to
the driver.... some require a window net
We did run windows up at a Shelby event
due the rain.... that was worse as the windows
were fogging up in the race car.
Silver State requires windows up but I believe
it is due to the higher speeds and winds
which can move the car around quite a bit
And who cares about gas mileage unless
you run out before the end of the 90 miles
which was real close for me.
