You can wire it like this:
 
Run a wire from Fuse #12 (the engine RUN buss) to an area near the  coil. 
This can be done easily via the opening for the passenger seatbelt  mounting.
 
Mount the ballast on the fire wall away from any flammable  material.
 
Connect the wire from Fuse #12 to one end of the  ballast.
 
Connect the other end of the ballast to the coil positive  terminal.
 
With engine running, the coil positive terminal should read 8 to 9  volts.
 
The "12 Volts" marked on the coil just means it can be used on cars  with a 
12 volt electrical system.
