[DeTomaso] pending C.A. smog changes

As it stands today, cars build from 1976 to present have bi-annual tests.
Cars before 1976 have none.
The new legislation would make it so that:
<1976: No test
1976-1992: Annual test
1992-Present: Bi-annual test
(It is a 15 year rolling window, so next year it would be 1976 to 1993 for
the annual tests.)

I'm a little confused. If 1975 and older are still exempt what has changed?
Don't these cars already require smog tests?
