 Mike,

The "plastic ring" is probably leftovers from when you spun the pin out. It just a recess for keeping the pin better stuck in the plastic. I does nothing to keep it from spinning but wonders from keeping it from pulling out. As the "not pulling out" is useless if it's spinnning it seems as the factory left that feature out later.
