Maybe. Years ago, one owner reported a similar dyno power drop, that all
came 
back when they quickly fabricated a 1-1/2" tall ring-spacer for the carb

neck. This raised the dogbone & made the 90 degree turn from the
elements to the 
carb more gentle. Air really doesn't like tight turns at high velocity.
