Does anyone know when this photo was taken and what serial number this car was?

While readily admitting that I have no idea, I would speculate that late 1971 or 1972. It isn't a pushbutton car and doesn't wear the L-bumper, so it isn't early 1971 nor 1973 or later. I¹m sure Charles is right about Mike Drew. I didn¹t get to FoMoCo until 1978, but I was told by someone at Ford claiming to know (could be bad info) that picture was taken just as the cars were first being shipped to L-M dealers. There had been an ³incident² with one of the Ford kids and the Mustang so careful thought was given to the timing. The story goes, in 1964 before the car had been out in public (its first public appearance was planned for the World¹s Fair), a Ford family member took it for a spin, even driving past GM, without permission.
