Bill Taylor came up with a great solution for this problem. He removed the wheels and used a drill press to drill holes in the center of each one, making them like donuts.
He then got some coil springs, like the kind of spring you would find inside a ballpoint pen, of the appropriate diameter and length. The springs are slightly compressed against the inside of the seat tracks and securely hold the wheels and prevent them from rattling.
